A federal judge has ordered an outside official to take over control of much of New York City's jail system after local officials failed to stem high rates of violence and long-standing dysfunction.

Police responded to the first incident on Friday around 8:49 p.m. at NYCHA’s Alfred E. Smith Houses in Two Bridges, according to officials. They said a 35-year-old man was shot in the chest and was later pronounced dead at Bellevue Hospital. The NYPD said early Monday it still did not have a possible suspect or motive in the killing.
