If you want to format a drive that will be used as your Macu2019s startup disk, the procedure is a little different from formatting it for use as a secondary drive for storing data.

It’s possible you could force HFS+ on a boot SSD with High Sierra with some Terminal monkeying around, but I can’t see that would end well, and I’m not sure it offers any advantages.
