SharePoint Server 2016 introduces the MinRole feature, which is used during the deployment of SharePoint Server 2016 to define the role of the server being added to the SharePoint farm.
Unfortunately this is a case where the client has only 1 server in their domain, so there is no member server host to roll the services out to. The DC should always only ever be a DC, in my opinion.
