On Wednesday, President Donald Trump signed a directive seeking to block U.S. entry for Harvard’s international students. It marked the administration’s latest effort to squeeze Harvard’s foreign enrollment after a federal judge in Boston blocked the withdrawal of its certification to host students from overseas.

College and university leaders have been privately negotiating with a deputy to top Trump aide Stephen Miller in hopes of avoiding the same aggressive targeting of Harvard University, a person familiar with the matter said,

The push comes as the White House regroups after a federal judge blocked its move to bar Harvard from enrolling international students.

A judge has issued a temporary restraining order ruling that the Trump administration cannot bar international students at Harvard from entering the U.S.
